■ Research Goals
○ Given the advanced regenerative medicine market’s rapid expansion, Jeonbuk State needs to shift its strategic focus from agri-bio to high-value advanced regenerative medicine, thereby laying the foundation for a new growth driver.
○ This study analyzes the current status and practices of the bioindustry and advanced regenerative medicine, along with Jeonbuk State’s industrial base, policy and institutional framework, and research infrastructure. Based on this analysis, it presents a blueprint—roadmaps and key implementation tasks—for establishing an advanced regenerative medicine–focused bio hub in Jeonbuk (hereinafter the “Jeonbuk Bio Hub”), providing foundational data to support demonstration-related regulatory exemptions, competitive government programs, and regulation-free special zones.
■ Research Scope and Methods
○ This study’s scope consists of identifying the essential components, core functional structure, and function-specific implementation tasks for the establishment of the Jeonbuk Bio Hub over a five-year short- to mid-term horizon, based on an integrated assessment of policy, technology, market trends, infrastructure and facility investment conditions, and deregulation requirements.
○ This study examines the concepts and policy trends of bio hubs and advanced regenerative medicine at the domestic and international levels using literature, statistical, and policy sources; analyzes representative cases of bioindustry and advanced regenerative medicine service clusters at home and abroad; and assesses Jeonbuk State’s potential for specialization in advanced regenerative medicine.
○ Based on these findings, this study develops a blueprint for establishing the Jeonbuk Bio Hub, and, through expert policy-demand surveys, identifies and prioritizes the Hub’s functions and detailed tasks, leading to policy recommendations for future implementation.

○ Advanced regenerative medicine is emerging as a new therapeutic alternative for serious and intractable diseases, and its market is poised for growth, supported by the government’s legal and institutional reforms.
○ To promote the advanced regenerative medicine–focused bioindustry, Jeonbuk State must establish a full-cycle bio hub integrating industry and enterprise support with clinical and therapeutic functions, creating an advanced regenerative medicine ecosystem tailored to regional conditions.
○ The Jeonbuk Bio Hub should be designed as an integrated structure that combines (1) industrial support functions and (2) clinical and therapeutic implementation functions, to be provided by a bio innovation center and an advanced regenerative medicine clinical innovation center, respectively.
○ Policy priorities include the facilitation of corporate attraction and investment, the establishment of a manufacturing base, the development of clinical and therapeutic infrastructure, and the provision of clinical and data platforms. These are the key implementation areas to be pursued by the Jeonbuk Bio Hub.
■ Policy Recommendations
○ Jeonbuk should strategically focus on advanced regenerative medicine and build a full-cycle platform integrating industry and enterprise support with clinical and therapeutic functions under a multi-institutional governance structure.
○ To strengthen the Jeonbuk Bio Hub’s industry and enterprise support functions, it is necessary to establish a foundation for company attraction, start-up, and scale-up support and to build manufacturing and validation infrastructure such as GMP facilities to create a region-based industrial ecosystem linking technology development, production, and clinical application.
○ For clinical and therapeutic functions, Jeonbuk should develop therapeutic infrastructure, including cell processing facilities, clinical and therapeutic data platforms, and clinical and therapeutic approval support systems, to lower barriers to clinical entry and establish an integrated regional framework connecting research, clinical practice, and treatment.
