

1. Research Goals and Methods
■ Research Background and Goals
○ Pursuant to Articles 11 and 12 of the Framework Act on Carbon Neutrality and Green Growth, Jeonbuk State and its 14 cities and counties have established basic plans for carbon neutrality and green growth.
○ Given that the basic plan for carbon neutrality is formulated on a 5-year basis, this study aims to support the region’s seamless transition toward carbon neutrality by providing analytical insights that facilitate the development of tangible and well-aligned basic plans for carbon neutrality at both the provincial level and across Jeonbuk’s 14 municipalities.
■ Research Scope and Methods
○ Targeting Jeonbuk State and its 14 cities and counties, we conducted a comparative analysis of both quantitative and qualitative data obtained from their basic plans and greenhouse gas (GHG) reduction initiatives. In addition, we consulted regional experts, government administrators, and GHG reduction and carbon neutrality specialists to develop improvement strategies.
2. Conclusions
■ Key Implications
○ Based on our analysis of the region’s basic plans for carbon neutrality, we identified key implications across both quantitative and qualitative dimensions.
Through quantitative analysis, we derived key implications related to GHG emissions, projected emissions, reduction targets, measure-specific emission reductions, the incorporation of implementation performance, sectoral classification, the application of unit-based indicators by individual measures, the application of project types, and budget allocation.
From the qualitative analysis, several key implications emerged related to the vision and vision framework, the classification of GHG emission types, methodologies for estimating projected GHG emissions, linkages among individual measures, and measure-specific performance indicators.
■ Improvement Strategies
○ The consistency and alignment of basic plans for carbon neutrality between Jeonbuk State and its municipalities extend beyond mere formal consistency and serve as a core foundation for accelerating the achievement of national reduction targets and building trust in regional governance. In this context, we proposed improvement strategies in five areas to strengthen alignment.
