1. Study Objectives and Method
❚ Research background and purpose
○ Amid accelerating global digital transformation, local governments are advised to create new value by promoting digital technologies and incorporating them into their key industries’ operations.
○ Based on the following research initiatives, this study formulated valid response strategies to help Jeonbuk’s key industries effectively navigate digital transformation.
○ Research questions
- What are the concepts and characteristics of digital transformation in key industries?
- How ready is the digital industry in Jeonbuk State to embrace digital transformation?
- How prepared are Jeonbuk’s key and non-digital industries for digital transformation?
- What are the new policy demands and mid- to long-term directions Jeonbuk needs to successfully navigate digital transformation?
○ Differentiation
- We comprehensively examined Jeonbuk’s preparedness for digital transformation, focusing on the region’s key industries.
- For successful digital transformation in Jeonbuk, we identified the needs of the region’s key industries from a policy-based perspective.
❚ Research scope and methods
○ The spatial scope covers the entire Jeonbuk State, and given the nature of this study, the temporal scope was set at 10 years from 2024 (mid- to long-term horizon).
○ We analyzed industrial preparedness and developed strategic response roadmaps using various research methods: literature review, government agency reports and statistics, key industry-specific expert surveys and consultations, and interviews.
2. Conclusion and Policy Suggestion
❚ Jeonbuk’s basic roadmap to digital transformation
○ First, Jeonbuk State must streamline its policy management and implementation systems across institutional environments, support functions, and key data collection and policy research to facilitate digital transformation.
○ Second, Jeonbuk State must establish a customized digital transformation hub tailored to key industries in the region. Specific action plans include 1) discovering and promoting industry-specific leading projects to bring ecosystems together from a short-term perspective, 2) creating an industry-specific collaboration hub to generate synergistic effects, and 3) nurturing professionals and workforce for digital transformation across all industries.
○ Third, Jeonbuk State should expand a digital supply chain by 1) developing and providing digital technologies, 2) expanding the network of digital technology hubs to better serve related companies, 3) creating spatial environments preferred by digital companies and talent, 4) expanding the integrated space of digital companies, 5) learning from data, and 6) sharing a cloud data hub.
