1. Study Objectives and Methods

▮ Research Background and Objectives

○ This study is designed to recognize the value of the logistics service industry as a future growth driver, overcoming the limitations of logistics industry development in Jeollabuk-do. The goal is to create an ecosystem for the logistics service industry that is tailored to the local conditions.

○ The logistics service industry is expanding based on multimodal transport services. However, a breakdown of the business areas reveals that various tasks from different departments are intertwined, posing challenges in formulating and implementing logistics service policies and projects. 

○ Given their geographical location and high population concentration, the Saemangeum New Port, new airports, hinterland industrial complexes, and hinterland cities are expected to be future opportunities. It is crucial to identify and develop industries suitable for these conditions and devise strategies for their growth. 

○ The research objectives are as follows. First, the study aims to discover innovative branded logistics businesses that align with the construction and operation of logistics infrastructure in Jeollabuk-do, thereby contributing to the vitalization of the local industry and economy. Second, it aims to identify and propose logistics service items tailored to the urban and rural lifestyles of Jeollabuk-do residents, thereby elevating their living standards.

▮ Research Scope and Methodology

○ The geographical scope of the research covers Jeollabuk-do and its 14 municipalities (si/gun), while the temporal scope spans from the year 2023 to 2040.

○ The aim is to propose directions for discovering and nurturing innovative logistics industries that align with the unique conditions of Jeollabuk-do through a situation analysis, a literature review, case studies, a competitive environment analysis, and expert consultations.

 

2. Conclusion and Policy Recommendations

▮ Formation of the Logistics Service Industry Strategy for Jeollabuk-do

○ The vision is to create a distinctive foundation for logistics services in Jeollabuk-do, referred to as "A more special JEONBUK STATE made by Jeonbuk logistics services" This strategic vision aims to establish a competitive edge in logistics services that aligns with the unique strengths of Jeollabuk-do.

○ The study proposes 13 detailed tasks with the key strategies of “Establishment of Eco-Friendly and Smart Ultra-Low-Temperature Industrial Logistics Clusters,” “Enhancement of Logistics Competitiveness in Jeollabuk-do's Core Traditional Industries,” “Specialization of Jeollabuk-do's Express and Last-mile Logistics Services,” and “Development of Logistics Spaces in Collaboration with Local Communities.”    

▮ Expected Effects of Jeollabuk-do's Logistics Service Industrialization 

○ For the successful promotion of Jeollabuk-do's logistics service industrialization, it is crucial to establish a “Jeollabuk-do Logistics Service Collaboration Governance System” and distinguish between “Core Strategies and Follow-up Strategies.”

○ The anticipated effects of Jeollabuk-do's logistics service industrialization can be categorized into two main areas: the “Establishment Effects of Jeollabuk-do’s Logistics Service Industrial Ecosystem” and the “Operational Effects.”     

Anticipated establishment effects include “Securing a Strategic Advantage in Long-term Logistics Specialization," “The Establishment of an Eco-Friendly, Smart, and Ultra-Low-Temperature Promising Industrial Ecosystem,” “The Development of a Composite Logistics Service Business Model,” and “The Creation of Jobs in Jeollabuk-do's Logistics Sector.” 

Expected operational effects include “Global Low-Temperature Industrial Logistics Hub, JEONBUK STATE,” “Standardization of Blockchain-Based Logistics Service Platform in Jeollabuk Province,” “Regional Industrial and National Economic Activation Due to Inherent Industrial Development,” and “Creation of Multifaceted Spatial Value.”

▮Policy Propositions 

○ Given the high integration density of facilities such as Saemangeum New Port, new airports, industrial complexes, and hinterland cities, it is necessary to attract companies by examining an optimized logistics service model specific to Jeollabuk-do and suitable core industries. 

○ To align with the policy direction and global competitive trends and meet the demands of companies, it is crucial to promote a long-term strategy for the industrialization of Jeollabuk-do's logistics services. This can be achieved by operating the "Jeollabuk Logistics Service Industrialization Promotion Team" proposed in the conclusion of this study, exploring attraction strategies that conform with the world's competitive trends, and meeting the needs of companies.
