1. Study Objectives and Method

1) Research Background and Objective.

○ (Background) While policy and budget support are being increased qualitatively to create a community favorable for the youth, there has been no discernible improvement in the outflow of Jeonbuk’s youth population to other cities and provinces.
○ Among the Jeonbuk youth, there is a relatively higher outflow level of females. Therefore, gender perspectives must be considered when establishing and implementing the Jeonbuk youth policy.
○ (Objective) This study proposes an improvement plan for gender balance and policy perception by analyzing the 2023 Jeonbuk youth policy (focused on three fields) from the gender perspective based on youth demand. For this, a gender impact assessment, gender requirement analysis, youth-led youth policy assessment and monitoring, and in-depth interviews deduced a youth policy improvement plan reflecting the youths’ voice on policy demands.

2) Research Method
1. Literature and administrative data were reviewed, including relevant policy research reports, academic journals, and policy trend data.
2. Source materials were reanalyzed, including the population census, resident registration population status, population migration statistics, regional employment survey, economically active population survey, residential condition survey, and youth living condition survey (2022), identifying the population status and gender requirements of the Jeonbuk youth.
3. The gender impact assessment was analyzed by a gender specialist to determine an ordinance related to Jeollabuk-do youth and a youth policy improvement plan reflecting the gender perspective.
4. Youth-led policy monitoring from the gender perspective and in-depth interviews were conducted to identify the youths’ policy demands.

2. Conclusion and Policy Suggestion
❚ Summary And Conclusion
○ The following were found to be important and necessary conditions:
1. Continuous increased awareness of the significance and necessity of a Jeonbuk youth policy gender perspective analysis.
2. Creation and establishment of gender-disaggregated data.
3. Establishment of a gender perspective youth policy planning, execution, and reflux system.
4. Subdivision of policy targets in consideration of the differences and demands of the youth.
5. A dedicated department for implementing a gender perspective youth policy.
❚ Improvement of the Jeonbuk Youth Policy From the Gender Perspective

○ Based on key research results of youth-led youth policy monitoring, youth policy gender perspective analysis, and policy demands (based on the gender impact assessment of the Ministry of Gender Equality and Family), the gender perspective improvement plan for the Jeollabuk-do youth policy has been divided into two major parts: (1) Improvement of the Jeollabuk-do youth policy according to field, and (2) establishment of a base for improving the youth policy from the gender perspective, wherein 12 detailed implementation tasks are proposed.
