□ Background and Objectives of the Proposal

(Preparation for the Opening and Early Activation of Saemangeum International Airport) Currently, among the 15 airports, only five airports—Incheon, Gimpo, Jeju, Daegu, and Gimhae—operate with a surplus. Hence, there is a need to contemplate on activation during the preparation process for Saemangeum International Airport.

(Limitations of Passenger-Centric Airport Development Strategies) Saemangeum International Airport is planned to handle only 0.4% of passengers and 0.1% of cargo by 2050. However, fluctuations in passenger traffic are anticipated due to competition in passenger attraction and population decline.

(Seizing Opportunities in the Aviation Logistics New Industry) The optimal locations of the Jeollabuk-do Special Self-Governing Province's Transportation Cargo Terminal, Saemangeum Global Food Hub, and Saemangeum International Airport are advantageous for seizing opportunities in the aviation logistics new industry.

Utilizing the factors that present aviation logistics opportunities preempted by the Jeollabuk-do Special Self-Governing Province and the advantageous location of Saemangeum, we aim to expedite the early activation of Saemangeum International Airport. Through this, we aspire to contribute to national balanced development and the specialized development of Jeollabuk-do Province.

 

□ Analysis of Challenges in the Process of Activating Saemangeum International Airport and Competitive Conditions

Given that most local governments share similar orientations in fostering the aviation logistics industry, as a latecomer, Saemangeum International Airport must create value that sets it apart from existing airports as this will be crucial in establishing itself with distinctive characteristics amidst the competition in the aviation logistics sector.

Analysis of Competitive Conditions for Saemangeum International Airport reveals the following:

(Strengths) Strategic location and potential for specialized logistics such as express cargo and cold chain logistics

(Weaknesses) Establishment of infrastructure and industrial ecosystem in the aviation logistics industry

(Opportunities) Enhancing competitiveness through the introduction of environmentally friendly advanced technologies.

(Threats) Intense competition in the aviation logistics industry during the establishment period of Saemangeum International Airport.

 

□ Enhancing the Competitiveness of Saemangeum International Airport through Strengthening Air Logistics Functionality

Exploration of Specialized Logistics Business Models for Saemangeum International Airport as a Fresh Logistics Center This would include the establishment of a gateway-style comprehensive transportation hub between South Korea and China; the development of an e-commerce aviation logistics hub; the creation of a Sea & Air express cargo hub; and the establishment of Saemangeum Global Food Hub.

Establishment of a Foundation for Activating the Aviation Logistics Industry in Jeollabuk-do: This would include the implementation of logistics special zone policies, research on industries interconnected with the aviation logistics sector in Jeollabuk-do, and the development of an industrial ecosystem interconnected with aviation logistics.

Development of a Strategic Framework for Promoting Aviation Logistics at Saemangeum International Airport: This would involve the formation of collaborative governance and the establishment and operation of forums for the activation of Saemangeum International Airport.
